Part time opening with flexible scheduling:
The Williamstown, MA Fire District is looking for a District Treasurer.
This is a non-benefited, part time position which offers flexible schedule. The average commitment is 8 hours each week. Required meetings must be attended in person or virtually based on scheduling. The position will report to the Chair and Williamstown Fire District’s Prudential Committee.
A successful candidate shall perform a range of municipal finance functions including, but not limited to: cash management, accounts payable, financial reporting & record keeping, managing payroll submissions, as well as reconciliation of bank statements and oversight of grant programs.
Experience in municipal finance and accounting is preferred. Knowledge of Massachusetts laws, DOR reporting, municipal taxation, and experience with QuickBooks including Microsoft Office is suggested. The selected candidate must have the ability to be bonded. Yearly stipend paid bi-weekly and compensation determined based on education and relevant experience.
Williamstown Fire District Duties & Activities of the District Treasurer
Receivables
Deposit Fire District tax revenue
Deposit Permit Inspection fees
Manage invoicing, collections and record keeping for all state and federal grant awards
Coordinate with Williams College regarding annual PILOT contribution
Deposit, record and acknowledge charitable contributions
Manage and reconcile bank accounts and maximize interest earnings on excess funds
Payables
Establish Vendor accounts and ensure proper paperwork is on file. (W-9 and COI) as required.
Ensure compliance with the Commonwealth’s procurement policies and procedures.
Establish and manage the schedule of work for the Accounts payable clerk.
Review payable and sign checks
Review contracts and negotiate services as required
Issue year end 1099’s as required
Maintain records and files of all transactions
Payroll
Supervise Payroll preparation and delivery to our Payroll Service
Manage Benefits and coordinate with Berkshire County Retirement System and the Town for retirement and Health/Dental Insurance, respectively
Communicate changes in withholding and insurance rates to employees
Administer Nationwide Retirement account for all part time employees
Verify Quarterly Tax filings with IRS, MA-DOR and MA-DUA and annual W-2’s
Verify all payroll and payroll tax entries are properly posted to our QuickBooks General Ledger
Respond to Federal & State agencies as necessary and verify all unemployment claims
Maintain payroll records and files
General Fiduciary
Treasurer must be Bonded
Manage Banking relationships
Attend Monthly Prudential Committee Meetings (held 4th Wednesday of the month at 4pm at the fire station)
Prepare and deliver a monthly Warrant
Prepare and deliver a monthly financial statement
Prepare annual Budget
Prepare Annual Warrant
Prepare Annual Financial Report
Review Insurance policies
Coordinate and support annual Audit
Prepare and submit to MA-DLS for Free Cash Certification
Work with Town Treasurer, Accountant and Assessor to reconcile tax receipts, conduct the tax classification hearing, complete the recap sheet, and submit necessary paperwork for the State to verify the tax rate.
Maintain all financial records and files
Miscellaneous Related Activities
Provide financial Support for grant submissions
Establish on-line access to COM Buys and FEMA Grant site
Prepare and post RFP’s as required, on COM Buys, the Central Register and placed ads in the Berkshire Eagle
Attended meetings, and provided support to the new building project as required
